Cambodian Prime Minister Hun Sen raised the border conflict during the Asean leaders plenary session on Saturday morning.
Usually the session deals with reviews of impending Asean statements and the report of the Asean secretary-general.
But Mr Hun Sen raised the border conflict during his opening remarks, said acting Government spokesman Dr Panitan Wattayanagorn.
Mr Hun Sen accused Thailand for firing first and sending troops into the disputed border area.
The Cambodian premier's statement appears to have upset the Thai delegation.
Dr Panitan said Prime Minister Abhisit Vejjajiva will explain "the truth" at the plenary session when it is his turn to speak.
The incident this morning is likely to further cloud the already chilly atmosphere at the Summit.
